Donna Wright | Creative Health Care Management

Professional Development Specialist/Consultant | Creative Healthcare Management

Ms. Wright is a nurse and professional development specialist with Creative Healthcare Management in Minneapolis, MN. Donna has degrees in Nursing, Family Sociology, and Adult Education. Donna has worked with many health care organizations to help them create meaningful, effective programs that support professional development and competency assessment for all departments. She is the author of the book, The Ultimate Guide to Competency Assessment in Healthcare – which has been translated into Japanese, and is being used throughout Japan. Her other competency book is: The Competency Assessment Field Guide. She is also one of the co-authors of two national award winning books, Relationship-Based Care: A model for transforming practice and Advancing Relationship-Base Cultures. Donna has also worked with organizations across the globe with competency topics. She has worked on six out of seven continents. The only one she has not worked on is Antarctica.

Donna received her degrees from the University of Minnesota. She has worked in both staff and leadership roles. Her experiences have taken her around the globe to a variety of health care settings including rural Africa. Donna is a member and past president of the Association for Nursing Professional Development and is a recipient of their “Promoting Excellence in Consultation” award and the Marlene Kramer Lifetime Achievement award. Donna is known for her energy and refreshing approach to education and learning.

Amanda Pears Kelly is a nationally recognized leader in health policy and a fierce advocate for health care access. As a founding member and CEO of the Association of Community Health Centers (ACH), and in a dual role as CEO of the Association of Clinicians for the Underserved (ACU), she guides organizational strategy, policy, advocacy, and program development to expand access to high-quality care for underserved populations.

With more than 20 years of experience in health policy, Amanda has deep expertise in translating complex federal and state regulations, legislative developments, and emerging policy trends into actionable strategies and tactics to maximize impact for health centers and key stakeholders. She oversees ACH’s advocacy, communications, membership, and programs, leading initiatives that shape healthcare policy and regulatory priorities to positively impact tens of millions of patients across the United States.

Amanda has extensive experience in policy and advocacy leadership, including grassroots campaign development, coalition building, and federal policy analysis. She has held senior roles in government affairs and advocacy at the American Diabetes Association and the National Association of Community Health Centers, where she shaped national health policy initiatives and civic engagement programs.

In addition to her policy work, Amanda is a recognized trainer and technical assistance provider, helping health centers implement policy, workforce, and operational strategies effectively. She has led educational programs supporting clinical workforce recruitment, retention, and resilience, including through ACU’s STAR² Center, which provides widely distributed resources on provider wellness, workforce development, and best practices for serving underserved communities.

Amanda holds a BA in political science from the University of New Hampshire and is a graduate of the Institute for Nonprofit Management and Leadership at Boston University.

Managing Director | Facktor Healthcare Consulting

Based in Boulder, CO, Ann Loeffler leads Facktor’s Strategy & Growth division. With over 20 years of experience in health care, she brings deep expertise in supporting health centers, PCAs, HCCNs, and ACOs through strategic planning, technical assistance, and capacity building. Ann has worked with organizations across the health center landscape—from rural clinics to national associations like NACHC—and has led federal projects with HRSA, IHS, and AHRQ. She holds a Master of Science in Public Health in Epidemiology and is a certified PMP and CliftonStrengths coach.

Luke Malek is a founding attorney and co-owner at Malek + Malek. He practices business, healthcare and municipal law, including transactions and litigation, supporting businesses and healthcare providers across the West. Luke was raised in Northern Idaho, and still calls the Gem State home. Prior to becoming a lawyer, Luke worked for the Office of the Governor as the Regional Director in Northern Idaho under former Governor Jim Risch. After serving as a deputy prosecutor for Kootenai County, Luke served as corporate counsel for Heritage Health in Coeur d’Alene, and represented North Idaho’s District 4 in the Idaho Legislature from 2012-2018. He strives to make the world a better place in all he does.

Based in Columbus, Ohio, Michael Ceballos is a Senior Director in Facktor’s Value & Quality division, leading the firm’s value-based care work. With 15+ years in healthcare, he specializes in optimizing contracts, operations, and partnerships that help risk-bearing providers succeed in Medicare and Medicaid arrangements. Michael has led P&L for two of the largest Medicaid managed care organizations and co-led Ohio’s largest full-risk Medicare network through a clinically integrated network, with additional leadership roles in venture-backed delivery organizations. He holds a B.S. from Stanford University and an MBA from the University of Chicago Booth School of Business. 

Russ Kolski | Health Initiatives Consulting

Russ Kolski, RN, BSN, MSA

Value-Based Care Consultant | Health Initiatives Consulting

Russ Kolski is a value-based care consultant with over 20 years of experience in primary care and Federally Qualified Health Centers, specializing in clinical operations, population health, and value-based care implementation. He previously served as President/Executive Director of the Michigan Community Health Network and Chief Innovation Officer for the Michigan Primary Care Association, where he helped lead a clinically integrated network of 39 health centers participating in multiple value-based contracts covering approximately 250,000 Medicaid lives.  

More recently, Russ served an Interim Executive Director for a public entity health center and has worked with health centers, clinically integrated networks, and primary care associations across multiple states to strengthen the operational infrastructure required to support value-based care performance. 

He has also supported Azara Healthcare in its work with clinically integrated networks using the Azara DRVS population health platform, helping organizations translate analytics into operational workflows that improve quality, utilization, and total cost of care performance. 

Russ’ work focuses on helping health centers and networks move from strategy and analytics to the operational capabilities required to succeed in value-based payment models and complex multi-payer performance environments.
